Colorado at Lake Project and Constance Hotel Approved

PASADENA – Phase 1 of the $70-80 million Colorado at Lake project was approved by Hearing Officer Paul Novak at a two-hour special public hearing in the City Council Chamber on Wednesday night.

Seven residents, including representatives of the South Lake Avenue Business District and Pasadena Heritage, spoke in favor of the block-long project between Mentor and Lake avenues. Among the five project opponents were representatives of the Hotel Workers Union Local 11, All Saints Church and the Senior Advocacy Council.

Appeals of the Environmental Impact Report’s approval must be filed by Nov. 1, Novak said.

Developers Park Place Commercial, LP, plan first to restore the historic 1926 Constance Hotel and renovate existing one-story commercial buildings at 880-940 East Colorado Boulevard, including the long-covered vintage facades, and construction of a three story parking garage.

The second phase will include a new six-story mixed-use building at the south-east corner of Lake Avenue and Colorado Boulevard, underground parking garage, and a rear addition to the hotel, which may include five condominiums.
